(1) Basic situation
The Republic of Poland (Poland for short) is located in eastern Europe, with its capital Warsaw. It has a land area of 312,705 square kilometers and a population of approximately 37.667 million people. Poland's GDP in 2023 will be approximately US$701.7 billion, a year-on-year increase of 0.2%, and per capita GDP will be approximately US$18,600. China is Poland's largest trading partner in Asia, and Poland is China's largest trading partner in Central and Eastern Europe. In 2023, the total bilateral trade between China and Poland will be US$42.03 billion, a slight decrease of about 2.8% year-on-year. Among them, China's exports to Poland will be US$37.17 billion, a decrease of 2.6% compared with 2022, and Poland's exports to China will be approximately US$4.86 billion. A year-on-year decrease of approximately 4%. Poland's main minerals include coal, shale gas, sulfur, copper, zinc, lead, aluminum, silver, etc.

(2) Automobile market conditions
Poland is a left-hand drive country and only allows the import of left-hand drive vehicles. In recent years, Poland's automobile market has shown a steady growth trend. According to Marklines data, a total of 512,357 cars were sold in Poland in 2023, a year-on-year increase of 12.4%. Toyota ranked first in the best-selling car list, with sales of more than 90,000 units, followed by Skoda, Kia and other brands ranked 2nd and 3rd.
At present, fuel vehicles and diesel vehicles still dominate the Polish auto market, but with the issuance of subsidies and the implementation of incentives for new energy electric vehicles, Polish consumers are paying more and more attention to pure electric vehicles and hybrid vehicles. The Polish National Environmental Protection and Water Resources Management Fund launched a subsidy plan in December 2021, allocating 500 million zlotys to provide customers who purchase electric vehicles with subsidies of up to 18,750 zlotys (US$5,000). For families with a large number of children, they will enjoy a higher subsidy of 27,000 zlotys.
In terms of used cars, according to statistics from Statista, the number of used cars imported into Poland in 2023 was 736,000, a year-on-year decrease of 4.7%. At the end of 2023, the price of used cars in Poland fell significantly, mainly due to the market behavior of new cars coming on the market and dealers cutting prices.
(III) Policies and regulations on the import of used cars
1. Import policy
Used cars imported into Poland must undergo roadworthiness inspections (including emissions, noise, brakes, etc.) and must be registered in the name of the buyer. Dealers can only choose one type from cars, trailers or motorcycles to carry out import business. Old cars over 6 years old, old trucks over 10 years old, vehicles without production dates and seriously damaged vehicles are prohibited from entering Poland.

2. Tax policy
Poland implements EU tariff standards. At the same time, vehicles that are more than 6 months old and have a mileage of more than 6,000 kilometers are subject to consumption tax based on age and engine displacement, and a 22% value-added tax. In addition, in order to encourage residents to buy energy-saving cars, the Polish Presidential Palace announced in October 2019 that the consumption tax rate for hybrid vehicles will be cut in half, with a consumption tax of 3.1% for vehicles with an engine displacement of no more than 2,000cc and 18.6% for vehicles with an engine displacement of more than 2,000cc.
