1. Basic Information

1. Import policy
There is no age limit for imported second-hand cars in Belarus, but cars older than five years will be subject to high tariffs. Vehicles before 2007 must comply with Euro 4 environmental standards. Imported vehicles must be equipped with ABS, at least one front airbag and isofix attachment points for child safety seats. In December 2023, Belarus adopted a tax-free policy for individuals to import electric vehicles, which will last until December 2025.
2. Tax policy
Second-hand cars imported into Belarus need to pay customs duties, value-added tax, customs clearance fees, scrap recycling fees, etc.
(1) Tariff: determined based on the type of importer, vehicle age, vehicle value, engine displacement, etc. At the same time, according to Belarus Decree No. 140, the parents (adoptive parents, adopters) of Category I and I disabled people, the parents (adoptive parents, adopters) of the family, and the parents (adoptive parents, adopters) and guardians (guardians) of disabled children under 18 years old can import used cars. Enjoy 50% tariff discount.
(a) Personal import: For vehicles under 3 years old, the customs duty is determined based on the vehicle value.

(b) Personal import: For vehicles over 3 years old, the tariff is determined based on the age and displacement of the vehicle.
(c) Imports by legal entities: tariffs are determined based on vehicle displacement and age.
(2) Value-added tax: 20% of the vehicle value. At the same time, before December 31, 2025, a 0% value-added tax rate will be applied when electric vehicles are imported into Belarus for personal use to encourage the use of electric vehicles. This provision does not apply to legal entities.
(3) Recycling fees: The recycling fees in Belarus are related to the type of importer, the age of the car and the engine displacement.
