1. Basic Information
The Hellenic Republic (Greece for short) is located at the crossroads of Europe, Asia and Africa, with an important strategic position; its capital is Athens, with a land area of 131,957 square kilometers and a population of 10.432 million. The largest port in Greece is the Port of Piraeus, 9 kilometers away from Athens. It was developed through the investment of China COSCO Group. It is not only the busiest container port in the Mediterranean, but also one of the top five container ports in Europe. Greece's GDP in 2023 is about 242.39 billion US dollars, and its per capita GDP is 24,000 US dollars. In August 2018, Greece and China signed a memorandum of understanding on cooperation in jointly building the "Belt and Road Initiative", and Greece became the first developed European country to sign such a memorandum with China. In 2023, the bilateral trade volume between China and Greece was 13.59 billion US dollars, a year-on-year increase of 14%. Among them, China's exports to Greece were 12.76 billion US dollars, a year-on-year decrease of 1.6%; China's imports from Greece were 830 million US dollars. China mainly exports electrical equipment, knitted clothing, machinery and equipment to Greece, and mainly imports medicines, oil, marble, etc. from Greece. Domestic transportation in Greece is mainly by road and sea. The length of Greek highways is about 2,500 kilometers. With the vigorous development of infrastructure in Greece this year, the conditions of highways, high-grade roads and urban transportation have improved significantly. The main minerals in Greece are bauxite (reserves of about 1 billion tons), lignite (reserves of 5.8 billion tons), nickel, chromium, magnesium, asbestos, copper, uranium, gold, oil, marble, etc.

2. Automobile Market Situation
Greece is a left-hand drive country with about 600 cars per 1,000 people. The annual sales volume in 2022 reached 105,278 units, a year-on-year increase of 4.4%: In 2023, the car sales in Greece were 145,000 units, a year-on-year increase of 27.8%. The best-selling brands were Toyota, Opel, Peugeot, Hyundai, Citreon, etc.
Greece pays great attention to the development of new energy vehicles, and provides a consumer subsidy of 8,000 euros per new energy vehicle. At the same time, due to the large number of Greek islands, residents on the islands can also receive an additional island subsidy of 4,000 euros per vehicle. However, due to the imperfect supporting industrial chain of new energy vehicles and other reasons, the promotion of new energy vehicles in Greece is still quite difficult.
Due to problems with raw materials, automotive electronic systems, transportation and energy caused by the Russian-Ukrainian conflict, the price of cars in Greece rose by more than 20% in 2022, leading to an increase in demand in the used car market in Greece. According to data released by the Greek National Statistical Office, the total sales of used cars in Greece in 2022 were 99,852, accounting for 48.68% of the total car sales. The best-selling used car models in Greece include Toyota Yaris, Fiat Punto Multijet, Volkswagen POLO, Citroen C3, Renault Clio, Ford Fiesta, Opel Corsa and Hyundai 120.
(III) Policies and regulations on the import of used cars
1. Import policy
Used cars imported into Greece must at least meet the Euro 4 emission standard. At the same time, in order to further promote the electrification process in Greece and reduce greenhouse gas emissions, the Greek government imposes additional environmental fees on imported used cars that meet the Euro 4 and Euro 5 emission standards. Specifically, an environmental fee of 3,000 euros is imposed on used cars that meet the Euro 4 emission standard. An environmental fee of 1,000 euros is imposed on used cars that meet the Euro 5 emission standard. The Greek government stated that the collected environmental fees can be used to implement actions to promote electric vehicles, such as providing subsidies for the purchase or leasing of new energy vehicle charging facilities.
Used cars imported into Greece need to be registered in the Imported Used Cars Registry (MEMO for short). The vehicle details that must be registered include chassis number, category, brand, model, engine capacity, CO2 emissions, expiration date of the foreign vehicle registration certificate, number of vehicle arrival declaration, number and date of vehicle arrival declaration classification certificate, application date of the first Greek traffic license and pending safety recalls, etc. The General Secretariat of Supervision and Control of the Greek Ministry of Infrastructure and Transport conducts random checks on registration information every 3 months. If the registration is found to be inaccurate, a fine of 500 to 2000 euros will be imposed.

2. Tax policy
Greece imposes different taxes on used cars from the EU and non-EU regions, specifically:

(1) Registration fee
Registration fee = (pre-tax retail price of new car - depreciation price) * classification coefficient

The depreciation price is determined based on the model and vehicle of the used car, and the depreciation price is calculated using the depreciation percentage.
The classification coefficient is divided into detailed categories according to the vehicle's CO2 emissions and emission standard specifications.
Special provisions:
Hybrid vehicles are exempt from 50% of the registration fee.
Pure electric vehicles are not required to pay registration fees.
(2) Tariffs
Used cars imported into the EU from third countries are subject to an import duty of 10% based on the customs value.
(3) Value Added Tax
Passenger cars imported from third countries are subject to VAT at 24% of the taxable value.
3. Documents required for import
•Original foreign registration certificate of the relevant vehicle.
• A certificate, issued by the state transportation and communications department, stating:
my country's classification and circulation date and registration number
Date of deregistration from the Ministry of Transport and Communications’ motor vehicle register,
Engine type, fuel type, chassis number and engine displacement,
Make/manufacturer and type of vehicle,
Details of the vehicle owner.
• The vehicle’s Greek registration certificate or a copy of its registration certificate.
• A liability statement from the interested party stating the identification information and registration number of the vehicle outside our country of interest and stating that the vehicle is the same vehicle that was previously registered and circulated in that country.
