1. Basic Information
The Republic of Azerbaijan (Azerbaijan for short) is located in the heart of Eurasia, in the eastern part of the Transcaucasus region, with a national area of 8.66 million square kilometers and a population of 10.1435 million. According to statistics from the Azerbaijan State Statistics Committee, Azerbaijan's GDP in 2023 was US$72.356 billion, an increase of 1.1% year-on-year, and its per capita GDP was US$7,126. In 2023, the bilateral trade volume between China and Azerbaijan reached US$1.72 billion, a year-on-year increase of 43.3%. Among them, China's exports to Azerbaijan reached US$1.55 billion, a year-on-year increase of 55.9%; China's imports from Azerbaijan were US$170 million, a year-on-year decrease of 17%. China mainly exports advanced manufacturing products such as machinery and equipment, electronic products and automobiles to Azerbaijan, and China imports mineral fuels, mineral oils and their products, asphalt, organic chemicals, salt, copper and its products from Azerbaijan.
Azerbaijan is adjacent to the Caspian Sea and has rich reserves of oil and natural gas. The proven reserves of oil are 4 billion tons and the proven reserves of natural gas are 2.55 trillion cubic meters. In 2022, the oil production is 32.6 million tons and the natural gas production is 46.7 billion cubic meters.
2. Automobile Market Situation
Azerbaijan's automobiles are mainly imported, and the import volume continues to increase. According to statistics from the Azerbaijan State Customs Committee, from January to October 2023, Azerbaijan imported a total of 81,000 vehicles, up 33.6% year-on-year, with an import value of US$1.37 billion. In the same period of 2022, Azerbaijan imported 61,000 heavy vehicles with an import value of US$829.3 billion, up 65.7% year-on-year.
Azerbaijan's used car market is relatively active. The Baku car market represented by Avtolnvest LLC is the largest new car, used car and parts trading market in Azerbaijan. Toyota, Ford, Chevrolet, Mercedes, Kia and Hyundai are the used car brands preferred by locals. Used car imports account for a large proportion of Azerbaijan's total vehicle imports, and American, German and Japanese brands are its main used car import brands. In recent years, Chinese used cars have begun to be exported to Azerbaijan, but some people have doubts about the quality of Chinese used cars. In terms of the age of imported cars, 3% of imported used cars are under 2 years old, 3% are between 2 and 5 years old, 11.9% are between 5 and 10 years old, and more than 80% are over 10 years old.
(III) Policies and regulations on the import of used cars
1. Import policy
Both left-hand and right-hand drive cars can be imported into Azerbaijan, but only left-hand drive cars are allowed to be driven on the road. In order to reduce automobile emission pollutants, from April 28, 2023, the age of imported used cars shall not exceed 10 years. At the same time, cars imported into Azerbaijan must be equipped with ABS system and at least one airbag, and the emission standards of all imported used cars must reach Euro 4 or above.
2. Tax policy
Cars imported into Azerbaijan are subject to customs duties, excise taxes and 18% value-added tax based on displacement. In order to promote the development of electric vehicles, Azerbaijan has abolished taxes on imported electric vehicles since January 1, 2019.
